The Pennsylvania Department of Transportation
(PennDOT) Right-of-Way Unit maintained real estate
records using
aging mainframe computer software, which became obsolete
and costly to maintain. To replace it, PennDOT chose
Bentley’s Right-of-Way Office.
Applying that Web-based infrastructure enhanced network
connectivity, defined data standards, and provided
PennDOT customers and partners convenient internal
and external access to the system.
Right-of-Way Office not only provides
a user-friendly environment, but also offers cutting-edge
technology,
providing necessary connections to a variety of relational
databases within the department through a graphical
user interface. Most impressive is the development
of XML interface technology that drastically improves
communications on right-of-way payment processing by
way of Pennsylvania’s statewide SAP financial
system. What previously took three days to receive
payment information on now takes just minutes to view.
The right-of-way acquisition process involves more
than 300 forms, which previously had been completed
manually on paper. Right-of-Way Office eliminated manual
forms completion and duplicate data entry.
With a final project cost of $829,000, Right-of-Way
Office ultimately reduced annual operating costs by
$679,700 while providing greater convenience to users.
Comparing past right-of-way operating costs shows that
PennDOT realized a return on investment greater than
21 percent.
